Early in January 2004, Montgomery County Executive Douglas Duncan picked Fairfax County, Va., Police Chief J. Thomas Manger out of 68 applicants to lead the county police force. If confirmed next week by the council, Manger, 49,  succeeds Charles Moose.

Assistant Chief John King

King, 45, who has been with the department 23 years, oversees its management services bureau.

 

Acting Chief William O'Toole

O'Toole, 49, a 22-year member of the Montgomery department, was named acting chief in March, after Chief Charles Moose resigned following an ethics dispute over his book, Three Weeks in October,  about the October 2002 sniper attacks in the Washington area.

 

The Outsiders

 

David Mitchell

Mitchell, 53, former Prince George's County chief (1990-1995) and former Maryland State Police Superintendent (1995-2003) is considered the candidate to beat, but there also is strong sentiment for a candidate from inside the department, according to sources familiar with the search who spoke on condition of anonymity.

County NAACP President Henry Hailstock said he would oppose Mitchell's hiring because of Mitchell's record on racial profiling. (12/23/03 story)

Edward Flynn - 12/19/03: withdrawn from consideration

Flynn, 55, who was named secretary of public safety by Massachusetts Gov. Mitt Romney (R) and began work there in January. He oversees the Massachusetts State Police, the state's corrections department and emergency response in the state. Before serving as Arlington, Virginia chief from 1997 to 2002, he was police chief in Chelsea and in Braintree, two Boston area communities.

 

Flynn was one of the 10 finalists for police commissioner position in Boston

 

 

Joseph Samuels

Samuels, 54, just finished a term as the President of the International Association of Chief’s of Police. He was faced with the possibility of having to resign the post when he accepted a $49,000 buyout in August to quit his job as the police chief in Richmond, California. Although he was no longer working his resignation was dated October 31 to allow him to finish his term as IACP President.

 

Samuels is well respected in the law enforcement community, but his tenure with Richmond did not end well. Supporters on the city council say his leaving was more political than anything else, but critics say that while he was there complaints about officer misconduct were mishandled and that he did not do enough to remedy strained relationships with minority groups.

 

Samuels said he had a good working relationship with the police union in Richmond and cited a 31% decrease in civil claims against police during his tenure there,

He holds a master’s degree in public administration from California State University and has been chief of police in three different California communities, before Richmond (1999-2003) he served in Oakland (1993-1999) and in Fresno (1991-1993).

 

Samuels was one of the final four candidates considered for the Chief of Police position in Minneapolis.

Edward Flynn removed his name from consideration. He said ''I currently have what I consider to be one of the best jobs in law enforcement,'' and added that he was flattered by the interest expressed in him as a potential police chief.
